“Ukraine’s right to self-defense does not mean that a missile must first cross the border or enter a city like Kharkov before it can defend itself. Even the best air defense cannot always prevent this,” the minister noted.
She emphasized the importance of preventive measures to prevent future attacks, suggesting that the destruction of launch sites may be a necessary measure.
Baerbock also stressed that the extent of these measures would not be discussed publicly to ensure deterrence and avoid advantages for the Russian military.
